No.
What version of Vista do you have? If the machine came with Business or Ultimate installed, you're allowed downgrade rights to XP.

Longstory short:
Got Vista basic free from school on blank DVD. Friends see DVD that says "VISTA" DVD, they think it's a cracked version. They take DVD without telling me.
Vista must upgrade to SP1 to install Visual Basic for school, tries to install, but fails.
Because it was installing a SP and failed at it I can't boot without Vista disc to "repair".
Anyways, I put my old computer's HD with XP in my current machine, tis all fine now.
Unless there's a way to get a Vista Business DVD without any hassle.
BTW - Visual Basic successfully installed in less than 2 minutes on XP, it took about 30 minutes on vista, and that failed horribly too!

Welcome to the long list of things Vista sucks at....
To get Vista Business, you'd have to buy an upgrade disc. From experience I can tell you upgrades are not eligible for downgrades.

Look around. You can still find XP Pro at places like Newegg or Amazon.
Just, whatever you do, don't buy from Ebay or used. It's best to buy an OEM version from retail so you know you have a valid key.

Depends on your hardware - XP 64's biggest problem was always driver support. As long as you make sure all your hardware is supported I think it's safe. Of course, I've never used it, so good luck.

I imagine support is still kinds of shady since the real 64-bit Windows platform is Vista.
Honestly, you don't really need XP 64 as 2GB of RAM is more than sufficient to run XP and any apps. Vista needs 4GB due to extra requirements from the OS itself. Vista simply needs more resources to do the same thing as XP. Note that most games recommend 1GB more to run under Vista, than they do under XP.

I must say, I only swapped out the Harddrives (that have the same speed and fullness) and there's a huge difference in speed.
On vista, I couldn't do Anything for 30 seconds after closing WoW, everything I would try to open would go nonresponsive for a bit.
I just tried that on XP, and 3 windows of firefox opened like butter within 5 seconds of WoW shutdown.
These <30 second startup/shutdowns arn't bad either.
For some reason Vista took over a minute to shutdown.

Vista's a slow-moving fatass, pretty much.
I've been migrating to a domain at work this week, which means lots of hands-on time with all our computers. A large percentage are high-end laptops running Vista. Let's just say I was very happy every time an XP machine came across my desk.
